Word
sovereign AI
Definition
n. a country's or an organization's ability to build, run, and control its own artificial intelligence — its own computers, its own data, its own models — instead of renting all of that from a foreign supplier.
n. sovereign AI (n, uncountable): the capacity of a state or organization to develop, deploy, and govern artificial intelligence on infrastructure, data, and foundation models it controls, so the resulting systems answer to domestic law, cultural norms, and security requirements rather than to a foreign provider's terms of service.
Examples
“The government invests in sovereign AI to protect citizens' data.”
“After the new data-protection law passed, the health service moved its models onto national servers and now describes the whole setup as sovereign AI.”
“Ministers defend the cost of sovereign AI by pointing to the alternative: an economy whose hospitals, courts, and power grid all depend on models that a foreign vendor can reprice, restrict, or switch off overnight.”
Examples
simple

contextual
“After the new data-protection law passed, the health service moved its models onto national servers and now describes the whole setup as sovereign AI.”
complex
“Ministers defend the cost of sovereign AI by pointing to the alternative: an economy whose hospitals, courts, and power grid all depend on models that a foreign vendor can reprice, restrict, or switch off overnight.”
Usage
Sovereign AI works as a noun and as a modifier: a sovereign AI strategy, sovereign AI infrastructure. The modifier form is the one you will meet most in policy writing.
When people say a country has sovereign AI, they usually mean four things at once: computing power it runs itself, data that stays inside its borders, models tuned to its own languages and laws, and systems that keep working if a foreign supplier cuts access.
Teaching tip
The term is contested. Vendors use it to sell national data centers, while critics point out that "sovereign" hardware still runs on imported chips — worth flagging when students meet it in business or politics reading.
Pitfall
Our country is building sovereign AIs.
Our country is building sovereign AI.
Sovereign AI is uncountable, so it takes no plural -s and no "a". Add a countable noun when you need one: "sovereign AI systems", "a sovereign AI strategy".
Etymology
A compound of "sovereign", from Latin "super" (above) by way of Old French "soverain", and "AI", the abbreviation of "artificial intelligence". The pairing is recent: it spread through national technology policy and chip-industry marketing from 2023 onward, as governments responded to a global AI supply chain concentrated in a handful of foreign firms.
